The stage, not the age. A 15-year-old run that stayed buried can be Stage 1; a 6-year-old run in the hottest corner can be Stage 3. Every accessible run is staged individually. From initial to complete failure typically unfolds over 5 to 10 years, and the jacket is the only thing holding the insulation in place.
